This preprint introduces the Collapsing Structured Spacetime (COS-S) model, a quantized and discrete approach to spacetime based on shell-structured graphs. The model provides a background-independent, non-unitary formalism that unifies quantum transitions with local curvature structures. Physical observables are defined through quantized operators acting on graph states, while evolution is driven by a discrete collapse process. The publication develops the mathematical foundations, state space, operator algebra, and metric geometry of the model, and presents numerical examples that demonstrate how classical and relativistic behavior can emerge from quantum graph dynamics.
