Intellectual Property (IP) law in Somalia is a developing area with significant implications for technology transfer at universities. The Somali Higher Education Act of outlines the establishment and governance structure of higher education institutions, including universities. Despite this legislative framework, there are gaps in implementing effective IP policies that could facilitate knowledge sharing and innovation. The study employs a qualitative approach, drawing on secondary data sources such as academic journals, reports, and legal documents to analyse current IP laws and their application within university settings. A case study methodology will be used to examine specific instances of technology transfer at Somali universities. This theoretical framework provides a conceptual model for integrating IP law into university governance structures in Somalia, highlighting areas where further research is needed to improve policy effectiveness. Future work should focus on developing comprehensive legal frameworks and training programmes aimed at improving understanding of IP rights and fostering collaborative innovation environments within Somali universities.
