This work defines a minimal structural condition for operational meta-regulatory capacity in artificial systems. It formalizes the structural threshold separating pure reactivity from autonomous interpretative regulation. The model introduces a closed-loop architecture in which interpretation depends on system state and can be modified through internal meta-regulation prior to generating future responses. The framework is implementation-independent and establishes a theoretical foundation for further research on autonomy in artificial systems.
