This work positions TERM as a generative meta-framework: a theory about the conditions under which physical theories become stable, finite, and predictive. It formalizes the minimal requirements for physical description: difference, regulation, and equilibrium. By reframing spacetime, mass, and coupling constants as regulated manifestations of a single dynamical structure, TERM explains why established physical theories succeed where they do.
