Introduces PePlanck = hν/kT as the void Péclet number for electromagnetic modes at temperature T. Framework-native scoring of N=11 EM bands on O/R/α dimensions independently recovers the PePlanck ordering (Spearman ρ=0. 9977, p=7. 46×10⁻¹², n=11, SI #20). The UV catastrophe is a Pe→∞ catastrophe resolved by Planck quantization as a structural kill condition. Wien's displacement law locates thermal emission peaks at PePlanck≈2. 82–4. 97, coinciding with the void framework Fantasia Bound. Triangle closure connects §33 (Landauer erasure), §35 (P vs NP), and §37 (EM quantization) as three expressions of the same constraint floor at kT.
