Healthcare Regulations across Africa remains constrained by persistent ethical and legal challenges rooted in historical inequities, limited institutional capacity, and inconsistent enforcement of professional standards. Nigeria provides a revealing case study, given its complex statutory environment, culturally diverse patient population, and chronically under-resourced regulatory institutions. This article critically examines the normative foundations of healthcare ethics and situates them within the continent’s evolving regulatory frameworks. Using a doctrinal and comparative methodology, the study interrogates key legal instruments, professional codes, and judicial decisions while referencing regional oversight models to evaluate the coherence and effectiveness of existing mechanisms. The findings reveal profound deficiencies in Nigeria’s enforcement architecture, including fragmented mandates, inadequate ethical training, weak disciplinary processes, and insufficient guidance on issues such as informed consent, confidentiality, professional negligence, and equitable resource allocation. These gaps demonstrate how misalignment between ethical principles, statutory provisions, and institutional realities erodes professional accountability and compromises patient protection. The study advocates recalibrating ethical governance through legislation, reinforced institutional capacity, transparent procedural safeguards, and regionally coordinated standards. By proposing a nuanced model for embedding ethical norms into legal frameworks within developing health systems, this work contributes to comparative health law discourse and offers a practical pathway for more coherent, context-sensitive regulation across Africa
