This working paper proposes a cross-sector “bounding and discovery” programme for a state-dependent inertial response, linking galaxy dynamics, weak-lensing residuals, and precision clock comparisons. It defines a clock-active parameterisation, an operational protocol (states, gates, kill-switches), and clarifies the required mapping module from astrophysical boundary conditions to local Solar-System response.
