This project provides the formal structural verdict for the 27DCT Delta phase. It establishes the empirical values for the tenth sovereign law regarding lattice resilience and the specific coefficients for torsional hysteresis and metric inversion. These constants are derived from real time telemetry of the interstellar object 3I ATLAS and terrestrial magnetospheric recovery data from March 2026. This work completes the mechanical calibration of the 27 dimensional manifold for use in infrastructure resilience models. All rights are held by the author Lee Holmes under German copyright law.
