This work explores the cosmological implications of the Relativistic Coherent Vacuum Gravity Theory (rCVGT) in light of recent observational indications of evolving dark energy from the DESI survey. In this framework, cosmic acceleration arises from the dynamical structure of the quantum vacuum, described by vacuum coherence and a physical time-rate field. Using a reconstruction approach based on observational expansion histories, the evolution of the time-rate field is derived and shown to reproduce a range of dark-energy behaviors consistent with DESI indications. The resulting framework provides a physical interpretation of evolving dark energy without introducing ad hoc scalar fields. First-order predictions for the growth of cosmic structure are also investigated, highlighting potential observational signatures in large-scale structure surveys. The results suggest that vacuum coherence and time-rate dynamics may offer a viable alternative perspective on cosmic acceleration, motivating further numerical and observational tests.
