DEBA theory proposes that physical reality emerges from a fundamentally atemporal pre-metric substrate (C,μ), prior to any space, time, or physical causality. The actualisation field Φ, governed by a functional Langevin equation, structures the space of possible configurations through coherence and resonance. When global coherence and organisational mass simultaneously exceed critical thresholds, a rupture occurs --- the organisational τflash- from which metric, internal time and physical laws emerge entirely. Before : nothing physical. After : everything. The theory unifies dark matter and dark energy as the two aspects of a single coherence field : spatial projection (gradients) and temporal projection (adaptive response to expansion). This unification naturally dissolves the cosmic coincidence problem. Baryon asymmetry requires no CP symmetry breaking: matter and antimatter are structurally distinct from the substrate itself. The spatial curvature k is extrinsic, determined by the codimension-2 immersion geometry of the bubble. Primordial black holes, the Cold Spot and the Axis of Evil are identified as fossil signatures of the organisational geometry of the flash, constituting falsifiable observational predictions.
