This study is devoted to a comprehensive analysis of the role of the "right to regulate" doctrine within the context of international investment law, particularly in the construction industry. It examines the interaction between the need for state regulation of economic activities and the protection of foreign investors' rights. Through comparative analysis, qualitative, and quantitative research methods, international and national regulatory acts, as well as the practice of international arbitration, are studied. The research aims to identify the optimal balance between state sovereignty and investors' interests, suggesting ways to improve anti-corruption policy and mechanisms for protecting investments.
