As we know from the works of Russian classics, Russia has a special culture and certain elements inherent in it that are unusual for other countries. For example, the concepts of "blat", "kickback" and many similar ones, unfortunately, have become an integral part of the administrative resource in our time. The purpose of this article is to understand how the administrative resource was used in Russia and how it is being used now, and most importantly, what we, Russian citizens, government representatives, can do to direct the effectiveness of the administrative resource for the benefit of our country.
