In recent years, systems have become complex and large-scale, with a diverse range of stakeholders involved. Early determination of development specifications is crucial in system design, but it is challenging to make decisions at the conceptual stage while considering the varied demands of multiple stakeholders. Additionally, to respond to changes in stakeholder requirements, consistency and traceability from requirements to specifications are essential. This research aims to devise a method that enhances consistency and traceability in decision-making during the conceptual design of systems based on the diverse demands of stakeholders. This paper uses offshore wind power generation as a subject to confirm the effectiveness of the proposed method.
