Public administration is the influence of the state apparatus of organizational and regulatory nature on the activities of people and relationships between them, as well as social processes purposefully implemented by the state apparatus through a system of its organs and officials. Due to the fact that there is a need to improve efficiency of functioning of the state apparatus both in the Russian Federation and in a number of foreign countries, we have considered the key features of public administration system in groups of countries united according to the model of the clash of civilizations by A. Toynbee and S. Huntington. Among the considered systems of public administration there are Western, Hindu, Orthodox Slavic, Confucian, Far Eastern (Korea and Japan), Iranian (Islamic), Arabic, highlighted based on the model of the clash of civilizations by Arnold Toynbee, as well as Buddhist and African, subsequently added to this model by S. Huntington. None of these models can be considered as a final, highest point of development of public administration system. The considered models of public administration system exist in parallel. Each of them is an answer to challenges faced by a particular society (societies) in a given historical context. The considered experience of organizing public administration system abroad, analysis of its strengths and weaknesses creates a foundation for further development of a single unified methodology for evaluation of the quality of public administration system. This methodology may be adapted to improve the effectiveness of public administration in the Russian Federation.
