APR-Lite Substrate Version Manifest v1: Frozen Governance Identity Declaration

This document is the canonical freeze declaration for the APR-Lite governance substrate at Worker v8. 3. 0-p38. 0. It establishes the frozen identity of the governance surface—the set of endpoints, schemas, invariant engine, authority tiers, canonical payload structure, officer registry, and mediation semantics that constitute the APR-Lite substrate as of April 5, 2026. Frozen means semantic changes to listed components are prohibited. Future Worker versions may add capabilities but cannot alter the meaning of existing governance endpoints, chain schema, canonicalₚayloadᵥ1, mediationₚayloadᵥ1, invariant matcher types, HALT/ESCALATE semantics, officer registry schema, or governance health certificate schema. The manifest includes a SHA-256 hash of the canonical manifest object and live attestation instructions enabling auditors and regulators to verify that a running deployment matches the frozen identity declared here. This document is machine-readable and intended for integration into audit workflows, regulatory submissions, and operator onboarding.
