This work proposes a generative interpretation of the observed ~10⁻⁵ cosmological anisotropy as a dynamically regulated equilibrium rather than an arbitrary initial condition. Within the Scalar Drag Emergence Framework (SDEF), gradients generate feedback through a memory mechanism, while expansion suppresses amplification, leading to stabilization at a non-zero baseline. The framework connects fluctuation amplitude, structure formation, and late-time expansion within bounded, non-singular physical regime
