Research on early Chinese history has long faced three interrelated problems: the lack of rigid criteria for site attribute determination, the absence of operational guidelines for correlating texts and archaeology, and the deficiency of a coherent explanatory framework for civilizational evolution. Starting from the textual structure of the Western Third Classic of the Classic of Mountains and Seas, this paper distills the core theory of Dual Theocracy: the “authorization-execution” relationship between Hidden Gods (who do not act, responsible for power distribution and legitimacy) and Manifest Gods (who act, undertaking specific executive functions). From this, it derives the principles of Human-Divine Separation, Theocratic Spatial Gradient, Dual Coding, the Short-Li Standard (1 theocratic short li = 74.8125 m), and the dynamic properties of coding (Replication and Overlay). These are integrated into the Five-Lock Methodology—progressing from basic empirical evidence to nature of power, operational mechanism, spatial hierarchy, and overall pattern—to provide rigid, exclusive determinations of site attributes. Applying the Five Locks to systematically examine 34 core sites from the Longshan to Western Zhou periods yields exclusive conclusions for theocratic settlements (Hongshan, Yangshao theocratic sites, Longshan theocratic sites, Taosi of the Yu Dynasty, etc.), secular capitals/settlements (Wangchenggang/Wadian of the Yu Dynasty, Xia, Shang, Western Zhou, etc.), and special types (Xiaoshuangqiao ritual-dominated, Huanbei Shangcheng transitional subtype, Yinxu alienated form). The core discovery is the Yu Dynasty dual-center civilization: Taosi (hidden-god theocratic distribution center) and Wangchenggang/Wadian (manifest-god secular execution center) are astronomically symmetrical about Mount Song, exhibiting spatial isomorphism, code homology, and functional complementarity—the first “theocratic-secular” separated state form in the history of Chinese civilization. This constructs a complete civilizational evolutionary chain: One-Theocracy → Yangshao Theocracy → Longshan Theocracy → Yu Dynasty Dual Center → Xia-Shang Secular Dynasties → Shang Variation → Western Zhou Return to Secular. This paper provides a quantifiable, replicable, and falsifiable indigenous academic paradigm for the Project to Trace the Origins of Chinese Civilization.
