Paper D2 reframes neutrino mass hierarchy and CP asymmetry as projections of the E-layer vector. Taking as its premise the low-gradient phase structure mathematically fixed in Paper D1, this paper delimits the semantic scope of that structure. It treats CP asymmetry as the minimal trace left by the directionality of the E-layer vector in C-layer phase selection, and positions time-dominant structure as the local description corresponding to QIV (Irreversible × Phase-Dominant Time) within the mediating temporal framework of Appendix TIM. The neutrino is further positioned as a boundary candidate at the QIII/QIV interface that can retain phase information in minimal form.
