The subject of this research is the administrative and legal regulation of the implementation of socially oriented procurement in the Russian Federation, exemplified by the procurement of strategically important medicinal products against the backdrop of sanctions pressure from unfriendly countries. Special attention is given to the goal of achieving pharmaceutical sovereignty for the Russian Federation and, in this regard, the creation of a new methodology for forming the list of strategically important medicinal products, as well as the practical application of this list in conducting procurement for state and municipal needs. The author elaborates on the prospects and preferences for participants in procurement procedures involving products included in the list of strategically important medicinal products, including small and medium-sized business entities and socially oriented non-profit organizations. The methodology of the research is based on the use of a general scientific systematic approach, as well as specific scientific methods: concrete sociological and comparative legal methods. The novelty of the research lies in identifying the prospects for applying updated legislation in conducting procurements for state and municipal needs to meet the demands in the socially sensitive area of healthcare with the involvement of economic entities receiving state support. Key findings. The need for achieving pharmaceutical sovereignty is evident and critical for the safety of the nation’s health. Updated and newly adopted legislative acts aim to achieve the goals of localizing the production of strategically important medicinal products within our country and meeting the needs of the healthcare sector, but they are also an important element of support for small and medium-sized enterprises participating in public procurement. However, the introduction of a national regime in public procurement does not exclude the necessity of maintaining a balance of interests in the procurement process for strategically important medicinal products, clearly defining the factors and conditions for including medicinal products in the list of strategically important ones.
