It has become worrisome, the observation of some researchers that the residents of public housing schemes are often satisfied with the design features of building but least satisfied with the physical environment of the housing estates (Olatubra and Fatoye., 2006; 2007; Fatoye and Odusami., 2009; Jiboye., 2009; Ilesanmi., 2010; Kaitilla, 1993; and Ibem, 2011). These have strong implications for sustainable housing delivery hence, the need for a post occupancy evaluation of public housing estates developed by housing Corporation in order to offer the most reliable and effective methods in measuring design criteria and addressing housing satisfaction. In view of the above, this study aims to carry out a post occupancy evaluation of public housing estates of the Enugu State Housing Development Corporation with the objectives as follows: (i) to evaluate residents’ satisfaction level with the physical characteristics of buildings in the estates (ii) to examine the socio-economic characteristics of residents of the housing estates (iii) to determine the indicators of the physical characteristics of buildings in the estates. Survey design approach was adopted. Secondary and primary data were used and the systematic sampling technique applied on 1,845 housing units studied, 321 copies of the research questionnaire were administered to selected household heads per selected building within the estates. These were analyzed using the Statistical Package for Social Sciences ‘15’. 8 major performance criteria were developed and used in this appraisal. The outcome of this research proofers a sustainable housing policy for public housing provision and management in Nigeria.
