This paper introduces the SRE-v2. 1. 2 discrete recursive framework, designed to model non-linear oscillations in physical constants. By substituting the continuous time variable (t) with a discrete causal count (N), we derive a bootstrap equation anchored to the proton-to-electron mass ratio (Ncrit approx. 1836). While a transparent re-evaluation of historical data indicates a limited goodness-of-fit (R² approx. 0. 076), the framework provides a highly specific, falsifiable prediction: a systemic phase-shift featuring a non-linear "Chirp" signature within the 2026. 04-2026. 06 window.
