As of mid-2006 the World Trade Organization (WTO) negotiations on agriculture have as the critical make-or-break element the stalled Doha Development Agenda. of the difficulty involved in reaching arises from differences in the fundamental of the negotiating parties. some arises from confusion about the relative of different elements of the, and about the consequences of policy choices—questions on which can contribute to changing policy positions. paper builds on the specific studies Anderson and Martin (2006) to examine the potential implications of complete reform, and then to use that as a benchmark which to evaluate options within parameters agreed at the WTO in August 2004, and largely reaffirmed at the Hong Kong of the World Trade Organization in 2005.
