This paper develops ARI-based post-cloud preservation and reference infrastructure for AI and AGI environments. It addresses the need for provider-independent reference continuity across documents, code, media, conversations, institutional records, evidentiary references, economic reference objects, and physical-digital contexts. The framework does not define a cloud replacement product, storage service, execution platform, evidence-confirmation system, legal archive, settlement mechanism, or provider-control system. Instead, it defines a structural preservation and reference layer through which records and outputs can remain human-readable, machine-referable, and institutionally traceable across multiple AI providers, platforms, models, and infrastructures. This paper follows the structural operating framework and provider-independent reference-layer foundation established in Papers 11 and 12, and extends the series toward long-term post-cloud preservation, public and institutional continuity, and reference infrastructure for AI-mediated environments.
