Students in programming courses can learn from peer evaluation of their work. Also a student can learn by evaluating other students' works and can find many useful techniques in them to improve his/her programming skill. There are many tools available for online course management. However, none of them fully supports anonymous peer evaluation of assignments. In this work, we present a Web-based system that can be used to manage peer evaluation of assignments electronically and anonymously. The peer evaluation of an assignment is guided with a rubric designed and maintained by an instructor. The system has been developed by making use of free distribution of software products available for the public. Such a system can improve the quality of teaching in many computing courses, including all programming courses.
