This qualitative case study evaluates the governance performance and institutional readiness of Barangay Malumot in Paombong, Bulacan—an administration currently led by a younger generation of public officials—toward achieving the Seal of Good Local Governance for Barangays (SGLGB). Specifically, the study assesses the administrative preparedness of the local government unit under its newly elected leadership. Data were gathered through an in-depth, semi-structured key informant interview with the Barangay Chairperson elected during the 2023 synchronized local elections. The findings reveal that while foundational efforts and structural compliance are highly evident across multiple governance areas, the barangay’s overall readiness to secure SGLGB recognition remains a work in progress. Crucially, the study highlights that fulfilling the rigorous national metrics set by the SGLGB depends heavily on the strategic capacity, political will, and proactive interventions of the current officials to bridge operational gaps, reconstruct compromised local databases, and overcome deep-seated local governance challenges.
