GTOR v1.0 presents the comparison, completion, and representation-envelope layer of the Omega stack. It permits typed representation comparison, restricted weighted bi-completion, replayable diagram analysis, and residual handoff without promoting comparison into authority. The release aligns with the current Canonical Omega Math Spine and GTLA v1.2. Its support sieve requires inhabited finite authority records. Its completion operator is restricted rather than unrestricted free completion. Diagram defects are formed only inside a declared finite enriched environment. Residuals may be handed to the published GTTA terminal layer.
