This preprint examines the prospects for integrating Environmental, Social and Governance (ESG) principles into the system of public governance of sustainable territorial development. It argues that ESG should be considered not only as a corporate management concept but also as a framework for public policy and governance. The study analyzes the relationship between ESG principles, sustainable development objectives and contemporary public governance approaches, with particular attention to territorial governance. Based on a review of recent academic literature and policy documents, the paper proposes the ESG-Oriented Public Governance Framework, which integrates environmental sustainability, social responsibility and governance effectiveness into a unified model for sustainable territorial development. The framework identifies key integration mechanisms, including strategic planning, stakeholder engagement, sustainability monitoring, ESG-based indicators and public accountability instruments. The proposed framework may serve as a conceptual basis for the development of ESG-oriented public policy, strategic territorial governance and future research on sustainability assessment within public governance systems.
