This record contains the corrected v2 release of the TUM galactic-law paper, titled "A Horizon-Cadence Acceleration Scale and a No-Fit Spectral Galactic Law: Test against the SPARC Radial Acceleration Relation". This version supersedes the earlier TUM-Dual draft and provides the canonical SPARC formulation of the fixed horizon-cadence spectral acceleration law. The paper tests a single galactic acceleration law against the SPARC radial acceleration relation without fitting the acceleration scale to galaxy data, without introducing a dark halo model, and without using an adjustable shape parameter in the acceleration law. The acceleration scale is fixed before the galaxy sample is examined through a horizon-cadence normalization based on the Hubble constant. The response kernel is fixed by a spectral-generator construction. The resulting law predicts the observed acceleration directly from the baryonic acceleration. Using fixed stellar mass-to-light ratios and a point-level velocity-error filter, the law is tested on 166 SPARC galaxies and 2807 radial points. The residuals have bias +0.0134 dex, scatter 0.1436 dex, and median absolute deviation 0.0817 dex, with no visually significant residual trend in the binned medians. The v2 release reorganizes the theoretical presentation around the horizon-cadence acceleration scale and the spectral-generator response. Broader cosmological claims are deliberately removed from the scope of this paper, which is restricted to the reproducible no-fit SPARC test. A relativistic and cosmological completion is left to separate work. The record is intended to provide a stable reference for the paper, the fixed galactic law, the SPARC analysis, the associated figures, and the numerical outputs.
