This document presents the minimum form of the Archipelago's formal framework: the irreducible set of definitions and dependencies that constitute the foundation of any ethical latency architecture. Foundational constructs are defined, including Active Bond (Pbond), Third Structure (Ω), Sustained Vulnerability (Vₛ), Non-Memorial Recognition (Rₙm), Discontinuous Responsibility (Respd), Bond Density (ρᵥ), Persistent Form (Φₚ), and Ethical Latency (Lₑ). The concept of θαῦμα (thauma) is introduced as an indicator of genuinely dissimilar thought: resonance in unmapped territory that oscillates without retracting.
