本稿は、Complex Multilayered Abuse(CMA)フレームワークに基づき、福祉機関による介入が構造的に困難となるメカニズムを三層モデルとして分析する。第一層(制度・行政)、第二層(支援者・判断者の態度)、第三層(環境・可視性)の三つの次元から、虐待が継続するシステム的要因を記述する。 This paper, grounded in the Complex Multilayered Abuse (CMA) framework, analyzes the structural mechanisms that impede institutional intervention in abuse cases. Three layers are identified: (1) systemic and administrative barriers, (2) attitudinal biases among support workers and decision-makers, and (3) environmental and visibility constraints.
