Growing South-South cooperation on artificial intelligence (AI) governance represents part of a broader historical movement of countries in the Global South pursuing collective voice, mutual support, and influence in debates over global digital governance. However, the operational pathways for realizing these ambitions remain underdeveloped. This discussion document seeks to explore the opportunities and challenges of cooperation from the perspective of Global South policy officials, who face the challenge of balancing state coordination with broader societal interests and the roles played by local innovators, global technology providers and a range of other actors.
