This document consolidates the Temporal Measure Framework (TMF), an ontological and mathematical hypothesis developed by Leonas Povilaitis, into a single, status-tagged reference intended for review by specialists in Riemannian geometry, Ricci flow, quantum gravity, and cosmology.
