Resolves a CONTRADICTION between two filed PUH papers: T159 claims "No dark matter needed" (cosmic web = caustics of primordial GWs) ; T285 claims the dark mass of star-poor UDGs IS un-accreted primordial Planck cores. PUH cannot hold both. RESOLUTION: apply branched flow to the CORE STREAM (massive particles) — which is branched flow's CANONICAL setting, and T159's own first citation (Topinka et al. , electrons in a 2DEG, Nature 410, 183 (2001) ). The cosmic web becomes the caustic pattern OF THE CORE FLOW; the cores ARE the dark mass. T159's mechanism, predictions, and "no new particles" all SURVIVE; only "No dark matter needed" is REVISED. T159 (Universal Branched Flow in the E8 Lattice) identifies the cosmic web with the branched-flow caustic pattern of primordial gravitational waves through the Planck Core foam, and states in its status table and conclusion: "No dark matter needed" — "this picture requires no dark matter, no dark energy, and no new particles" (tagged CONJECTURE; basis "wave optics only"). T285 (The Skeleton Galaxy Hypothesis), filed one day earlier, identifies the dark mass of star-poor ultra-diffuse galaxies — Dragonfly 44 the exemplar — with a population of primordial Planck cores that never accreted gas. These are two different answers to the same question. PUH cannot hold both. THE RESOLUTION. Branched flow is not a wave phenomenon; it is a phenomenon of ANY flow — wave or ray, massless or massive — through a weak, smooth, correlated random potential. Its CANONICAL experimental realisation is with MASSIVE PARTICLES, and it is T159's own first citation: Topinka et al. , "Coherent branched flow in a two-dimensional electron gas, " Nature 410, 183 (2001). PUH possesses exactly such a particle stream: the primordial Planck cores ejected by the Rebound (T196), massive, numerous, travelling ballistically before structure forms, through a substrate whose density is not perfectly uniform — and in PUH mass IS localised lattice density, so the same fluctuation field that refracts waves must deflect the cores. THEOREM 286 (synthesis, conjectural): the cosmic web is the branched-flow caustic pattern of the primordial core stream. Filaments are the caustic branches, where cores concentrate. Nodes, where branches intersect, are clusters. Voids are the gaps between branches. And the dark mass observed to inhabit these structures IS the core population. Structure is focus, as T159 said — but the thing being focused has mass. WHAT SURVIVES IN T159 (four things). (1) THE MECHANISM, strengthened: it moves from an extrapolated regime (primordial GWs through Planck foam) to its canonical one (massive particles in a weak random potential), where the laboratory confirmations actually live. (2) THE PREDICTIONS: the caustic power-spectrum excess scaling as k^ (2/3) and the three-point bispectrum "key test" are consequences of CAUSTIC GEOMETRY, not of what is flowing — they apply unchanged and now describe the MATTER distribution directly. (3) "NO NEW PARTICLES": PUH's cores are folded E8 lattice, the substrate itself in a configuration — not a new particle species. (4) GW BRANCHED FLOW as a real effect: nothing here denies GWs also branch; what is denied is that the GW caustic pattern IS the cosmic web's matter. WHAT IS REVISED. "No dark matter needed" is WITHDRAWN. On the synthesis, dark matter is not dispensed with — it is IDENTIFIED. The caustics are not made of nothing; they are made of cores, and cores have mass. T159 correctly saw that branched flow produces filamentary structure without gravitational instability doing the work, and inferred that the dark component might be unnecessary. The inference does not follow: producing the PATTERN is not accounting for the MASS, and galaxy dynamics (rotation curves, velocity dispersions, DF44's dynamical mass) measure mass, not pattern. WHAT T285 GAINS. The distribution mechanism it explicitly lacked, and which external review identified immediately. Caustic nodes are clusters; branches are filaments; gaps are voids; halos are the local caustic envelopes. And the Skeleton Galaxy takes its place: cores are focused into a node or filament junction — the gravitating structure assembles — and whether STARS form depends on whether GAS is available there. Where it is, an ordinary galaxy grows on the core scaffold. Where it is not, the scaffold stands alone. Dragonfly 44 becomes a node that never got its gas. THE UNIFIED CHAIN: Rebound -> primordial core stream -> branched flow -> caustic filaments and nodes -> the cosmic web, made of cores -> gas accretes where available -> ordinary galaxies; gas absent -> Skeleton Galaxies. KILL-CONDITIONS, INHERITED (not newly invented). (1) T159's caustic P (k) excess scaling as k^ (2/3), detectable at k ~ 1-10 Mpc^-1 in DESI and Euclid — now a prediction about the MATTER power spectrum directly. KILL: small-scale spectra consistent with the CDM shape, no k^ (2/3) excess at the filed amplitude. (2) T159's three-point bispectrum, named there as "the key test". KILL: no caustic bispectrum signature at survey sensitivity. (3) T285-1 remains in force: the rebound mass spectrum must satisfy alpha > 2, or the light-core population cannot carry the dark mass and the chain fails at its first link. NOT RESOLVED (named, not glossed). (a) THE SELF-CONSISTENCY PROBLEM — the sharpest: standard branched flow assumes a FIXED background potential, but in PUH the cores ARE the mass and mass IS lattice density, so the core stream may generate the very field that focuses it. That is a nonlinear problem, not the textbook one. Either an independent source of the background fluctuations must be identified (the Rebound's own inhomogeneity being the obvious candidate) or the self-consistent problem must be solved. THIS NOTE DOES NEITHER. (b) THE RELATION TO GRAVITATIONAL INSTABILITY: standard cosmology builds the web by gravitational amplification of primordial perturbations, quantitatively successful from the CMB onward. This note does NOT claim branched flow replaces it — the honest possibilities are seeding, coexistence, or redundancy, and the k^ (2/3) and bispectrum tests are precisely what would discriminate. Claiming replacement without that discrimination would repeat T159's error in a new place. (c) THE CAUSTIC DISTANCE is not computed: the particle form requires the substrate fluctuation amplitude and the core velocity distribution, the latter gated on the same rebound mass spectrum. No numbers are produced here and none are claimed. (d) THE MASS SPECTRUM, still. NOT CLAIMED: any derivation; that the cosmic web IS explained (the self-consistency problem alone forbids it) ; that branched flow replaces gravitational instability; any numerical result whatever; that the mass spectrum is closer to derivation than T285 left it; or that Dragonfly 44 is explained — only that it now has a place in a chain running from the Rebound to the observation, with every link named and the weak ones marked.
