This conceptual article develops Recursive Noetic Layering (RNL), a model of nested integrated systems in which each layer may possess its own operational organization, internal distinctions, and limited forms of access to adjacent layers. It argues that RNL should not be reduced to conventional supervenience because relations between layers may involve bidirectional opacity: a containing system may constrain or integrate a subordinate system without possessing complete access to its internal experience, while the subordinate system may participate in the larger whole without comprehending its organization. The article introduces the Operational Horizon Threshold, Structural Access Profile, Bidirectional Opacity, Horizon–Opacity Coupling, and Opacity Reversal Test. It distinguishes RNL from emergence, constitutive panpsychism, Integrated Information Theory, global-workspace approaches, and mechanistic organization. It also provides propositions, boundary conditions, rival explanations, falsification criteria, and an interdisciplinary research agenda spanning biology, artificial intelligence, organizations, institutions, and philosophy of mind. The central claim is that integration does not guarantee exhaustive transparency: nested systems may be genuinely connected while remaining selectively inaccessible to one another.
