While multiple-choice assessments are widely used due to their efficiency, scalability, and scoring reliability, their use is often debated. Drawing on prior literature on use of multiple-choice assessment tools across domains including intelligence, achievement, knowledge and skill assessment, and psychological constructs, this paper suggests that the effectiveness of multiple-choice questions (MCQs) is not inherent to the format but rather contingent upon the conditions under which they are designed, implemented, and interpreted. We propose a conceptual framework for evaluating defensible MCQ use, consisting of five interrelated conditions: cognitive alignment, construct representation, psychometric quality, instructional alignment, and equity. The framework shifts attention from the MCQ format itself to the coherence of the assessment design process, emphasizing the importance of alignment with learning goals, accurate representation of constructs, technical performance, pedagogical context, and fairness across diverse learners. The paper also highlights test blueprinting as a practical strategy for strengthening validity by linking instructional intent to assessment design. Implications are discussed for educators, assessment designers, and institutions seeking to use MCQs in ways that support meaningful and equitable assessment practices.
