The article provides a comprehensive analysis of the sustainability of command economy elements in the structure of the modern Russian economic system. Based on the systematization of research data from Russian and foreign scientists, as well as current statistics, key institutional, structural and behavioral patterns inherited from the Soviet period are identified. It is proven that, despite formal market reforms, the dominance of the state in strategic industries, a high share of the non-market sector, regional imbalances and ineffective corporate governance models continue to determine the trajectory of economic development. The research methodology includes a comparative analysis of labor productivity, institutional diagnostics and the study of single-industry towns. A model of gradual decentralization of governance with an increased role of private investment and digitalization is proposed. The results are of practical importance for adjusting Russia’s economic policy.
