The Sabang region, as the outermost and western point of Indonesia, has a strategic position in the context of defense, maritime sovereignty, and sustainable development. However, the limited public understanding of constitutional rights and the principle of spatial justice makes it difficult to overcome development inequality in a fair and participatory manner. This service activity aims to improve the legal literacy of the coastal community of Sabang through an educational-participatory approach based on counseling, group discussions, and local policy simulations. The results of the activity showed a significant increase in citizens' understanding of the key articles of the 1945 Constitution, the right to participate in Musrenbang, and the importance of spatial justice in spatial planning. The aspiration of the residents to form a coastal community forum based on customary law reflects the birth of critical awareness and the drive to manage the territory independently, fairly, and sustainably. These findings show that community-based legal socialization can be a transformative tool in strengthening the independence of maritime areas, as well as encouraging harmonization between state law, local wisdom, and constitutional democratic principles.
