Abstract This article aims to elaborate on the development of waste banks as a waste management solution in Indonesia, from a micro perspective. In 2023, the cities of Yogyakarta and Semarang experienced a tendency to mismanage the waste problem, where their landfills were overloaded. The author asks two key questions, how is collaborative governance built in community-based waste bank management? Then, what are the keys to success and failure? The research method used is mixed-method with concurrent mixed method, which uses qualitative methods. The main findings in this study are: 1) The capacity of community-based waste banks to collaborate is influenced by the internal capacity of their human resources; 2) The ability of community-based waste banks to attract support from stakeholders, as well as the capability to build the economic chain of waste management are significant factors in the success of waste management in the community. Without this, the existence of community-based waste banks will only make a small contribution to waste management in general.
