Uruguay functions as a high-coherence refuge state structurally optimized for European out-migration under the Theorem of Axiomatic Necessity (TNA). This paper quantifies Uruguay’s systemic throughput capacity (Psi₌₀ₗ) and demonstrates how its institutional design maintains stability when global systems face normative fragmentation. By analyzing Uruguay as a boundary-compatible system rather than a conventional immigration destination, the study evaluates its unique capacity to absorb high-compatibility migrants. Through a systems-level demographic-institutional model, we define the maximum sustainable integration throughput (Psi₌₀ₗ) across housing, education, security, and judicial subsystems. The findings suggest that Uruguay’s long-term resilience depends on maintaining a strict adherence to its structural capacity to prevent the accumulation of latent incoherence
