This record preserves a minimal structural formulation in which distance is treated not as a continuously evolving physical quantity, but as a single emergent normalization event. Within a space-division framework, distance becomes definable only when coarse-graining and internal normalization reach a fixed point. This emergence occurs once and is irreversible. Low-multipole anomalies in the cosmic microwave background (CMB) are interpreted as residual signatures of this distance-emergence event, rather than statistical fluctuations or new physics. No inflationary mechanism, external scale, or parameter fitting is assumed. This work is intentionally non-optimizing and non-persuasive, serving as an archival structural note (Method-Null).
