The article proposes a systematic approach to managing the development of charging stations, which takes into account the interests of various participants in the process of providing charging services: owners of electric vehicles, charging infrastructure enterprises and society. Since during periods of martial law and post-war reconstruction it is impossible to accurately determine the number of electric vehicles in the region, the models embedded in the algorithms of management procedures are based on assessing the parameters of the traffic flow in the area of the client radius of charging stations. A functional model of the development of the charging station was built in accordance with the requirements of stakeholders. The study used methods of the theory of mass service systems with the integration of dynamic data structures into them. Unlike classical models of mass service systems, the applied optimization criterion determines the rational number of charging points based on the simulation of the operation of the charging station taking into account the hourly values of the traffic flow parameters. A software package was developed that implements the described approach according to the object-oriented paradigm. The specified software package made it possible to determine the dependence of the efficiency of the studied charging station on the intensity of electric vehicle traffic. This allows for increasing the efficiency of charging stations in the context of energy and financial deficits in the region through traffic flow management in intelligent transport systems.
