The subject of the research is the evaluation system for the effectiveness of regional government programs in the Ryazan region as a key element of program-target management. The work analyzes the multifaceted category of effectiveness, which, unlike in the commercial sector, is focused on achieving socially significant results while rationally using budget funds. Three main criteria for evaluation are examined in detail: social, economic, and budgetary effectiveness, as well as the methodological complexities of their application. The empirical basis includes regional programs in the Ryazan region in the fields of education, healthcare, industry, agriculture, and infrastructure development. Special attention is paid to the analysis of specific projects (for example, "Modern School," "62+," the gasification program) and the identification of both successful practices and systemic problems, including inconsistencies in strategic planning and gaps between formal reports and actual socio-economic results. The methodological foundation of the research is a comprehensive approach that includes an analysis of the regulatory framework and theoretical approaches to program evaluation, comparative analysis of reporting data and materials from audit bodies, as well as the study of specific cases of regional project implementation. The application of these methods allowed for the identification of the heterogeneity of management effectiveness across different sectors of the economy in the Ryazan region. The scientific novelty of the work lies in the comprehensive analysis of the practice of implementing regional programs, demonstrating the internal contradictions of the modern effectiveness evaluation model. As a result of the research, a management paradox was identified: the formal fulfillment of quantitative indicators (budget utilization, staff training) may be accompanied by low actual effectiveness due to deadline failures, ineffective procurement, and inconsistencies in strategic planning documents, as seen in the "Modern School" project. In contrast, high effectiveness in infrastructure projects and gasification is due to the specific measurability of results, stable partnerships, and high political priority. The main conclusion of the research is that the existing evaluation system, which emphasizes budgetary effectiveness and reporting, does not always adequately reflect the actual achievement of strategic development goals in the region, which requires improvement of the methodology towards integrating quality indicators of management processes and strengthening the connection with long-term goal-setting.
