This technical brief establishes the GGPA Note Verbale Standards the institutional correspondence framework governing all formal written communications between GGPA and government ministries, international organizations (UN bodies, AU, ECOWAS, Commonwealth), university administrations, and statutory bodies where a formal record of communication is required. The Note Verbale is defined as the standard instrument of formal written communication within the international diplomatic and multilateral governance ecosystem. The Standard is grounded in the Vienna Convention on Diplomatic Relations (1961), which establishes global norms for diplomatic correspondence format, the Commonwealth Secretariat Style Guide for Member State Institutional Communications, and GGPA Compendium Volume X (sections 10–30). Section 2 defines seven Mandatory Formatting Standards, all non-negotiable with deviations requiring explicit written approval from the Executive Director. Header Format: the title 'Note Verbale of the Global Governance reference to any prior correspondence with NV reference number; relevant GGPA authority reference citing the programme, mandate, or Compendium provision under which the communication is made; any enclosures listed explicitly; and a diplomatically stated deadline or expected response where applicable. Section 4 establishes the Authority and Evidence Footprint: all Notes Verbale are logged in the GGPA Diplomatic Correspondence Register before transmission and copies are retained in the institutional archive for a minimum of 10 years. The adoption of Note Verbale standards positions GGPA as operating with the correspondence discipline of an intergovernmental body, meeting the same formal standards as those used between sovereign states.
