The Planning Contradiction in Social Agencies:

Much attention has been devoted to development of Alternative planning models, but there has been virtually no empirical examination of the amount and kind of planning actually utilized in organizations in the human services delivery system. In a survey of 167executiues of social agencies in Los Angeles County, it was discovered that there is at best uneven use of planning-and planning often appears to be dominated by executives and to make little use of data and committees. Follow-up studies should explore relationships between agency characteristics and agency planning as well as between the amount and kind of planning and the quality of services provided to consumers.
