Thirty years of efforts at development from below in Cameroon seem to have yielded no fruits. On the contrary they have been characterized by a constant revision of policies and strategies with changes in global institutions and economic trends. Starting as Community Development in the Federal State of West Cameroon and ‘animation rurale’ in the Federated State of East Cameroon, these strategies were codified in the Community Development Plan in 1981. Their balance sheet is still wanting largely because of this constant revision and the intervention of the Structural Adjustment Plan with the economic crisis.
