SUMMARY There is no term corresponding to professional development in the Norwegian language. In order to explain how the concept is interpreted, this paper first provides an examination of the context and organisation of teacher education in the country. The role and duties of a professional teacher are outlined and programmes of teacher education both at pre-service and in-service level are examined. Society's expectations, that the teacher's role will encompass that of master, mentor and mother, are considered. Recent curriculum developments in Norway and the organisation of the education system, with particular reference to teacher training, are also discussed. It is argued that current professional development, while markedly improved in recent years, falls short of preparing teachers for the expectations and responsibilities of the new curriculum.
