This paper is based on a lecture give by the author at teh Army War College on January 3, 1956. In it Dr. Almond describes problems of public opinion and national security policy–problems which come of this policy's technical character, its element of secrecy, and the gravity of the stakes involved. He prescribes four lines of action for strengthening the domocratic political process in the making of security policy.
