While acceptance of governmental assistance is increasing among Americans of all social classes, social workers and social planners remain concerned that stigma prevents those most in need from receiving help. This paper proposes that stigma is no longer an effective rationing device or barrier to governmental assistance. It explores the "destigmatization" process in five social welfare areas: education, health care, unemployment, old age, and dependent children. It advances eight possible explanations for destigmatization of public dependence.
