Abstract This article investigates the conditions under which epistemic communities define the preferences of European Union (EU) policy-makers. The paper examines how one epistemic community, using the critical loads approach, has influenced EU acid rain policy.The article contends that actors seeking to change EU policy must pursue collective entrepreneurship.
