The on—going review of structure plans in theUnited Kingdom (UK) has highlighted the attractivenessof new settlements as an alternativeto town cramming, peripheral expansion andurban sprawl. This paper examines the argumentfor new settlements made by the LothianStructure Plan Review (Lothian RegionalCouncil, 1993). It goes on to establish how theexperiments going on in Edinburgh’s SouthEast Wedge are transforming the new settlementphenomenon in to the search for a plan—led, environmentally friendly and sustainablepattern of settlement. It draws attention to theInterim Development Framework put in placeto support the plan—led, environmentallyfriendly experiment and the settlement model itadopts for such purposes.
